JMA Workshop on WMO Information System (WIS) Implementation 2025
The Japan Meteorological Agency (JMA) hosted the hybrid-format 8th WIS Implementation Workshop in Tokyo from 18 to 20 November 2025. At the event, attendees from Bangladesh, Bhutan, Cambodia, Lao PDR, the Philippines, Qatar, Thailand, and Vietnam joined presenters from France, Germany, China and Australia with the objectives of strengthening understanding of WIS 2.0 and supporting regional transitions from the Global Telecommunication System (GTS).
The program included presentations on WIS 2.0 architecture, Global Services (of WIS 2.0), metadata requirements under WMO Core Metadata Profile (WCMP) 2 and the migration timeline toward 2033. Hands-on exercises using open-source software (wis2box) and metadata validation tools helped to clarify operational workflows for data publication, notification and retrieval. WMO expert from China reported on regional training activities, while WMO expert from Germany underlined best practices for metadata creation and the role of the Global Discovery Catalog. JMA also presented its cloud migration of WIS 1.0 and the upcoming cloudbased WIS 2.0 pilot system.
Country reports highlighted common challenges such as limited infrastructure, inconsistent data formats and shortages of skilled personnel, with many Members requesting continued technical support from JMA. Discussions also covered Global Broker compliance, firstmile data standardization and the need for reliable communication networks.
In closing, JMA emphasized that while the goal is for each Member to operate its own WIS2 Node, countries with fragile communication environments should prioritize preparation and capacity development. JMA reaffirmed its commitment to supporting all centers in the region throughout the transition to WIS 2.0.
